Duane J. Piper Joins OAS Leadership Team to Drive Corporate Operations and Integration

OAS is proud to announce that Duane J. Piper has joined the company as Chief Administrative Officer, bringing over three decades of leadership in government contracting, strategic operations, and business transformation. Piper’s appointment marks a pivotal step in OAS’s expansion of engineering and technical services supporting U.S. Government civil and defense aviation programs.

Piper’s distinguished career includes executive roles at Aeyon LLC, where he scaled corporate back-office operations to accommodate head count growth from 70 to 725 employees and annual sales growth from $21M to $200M, culminating in a successful acquisition of Aeyon by CGI Federal. He also founded and led the business operations and corporate affairs for PiCo, securing prime federal contracts that led to rapid growth, and he held senior leadership positions at Silverback7, General Dynamics Information Technology, and SAIC—where he led contracts and business operations, managed operations for multi-million dollar divisions and led M&A integration for HR, contracts, pricing, and compliance.

A U.S. Air Force veteran, Piper began his federal career as a Combat Weapons Technician and then transitioned into a Warranted Contracting Specialist role. He holds lifetime certifications as a Certified ProfessionalContracts Manager (CPCM) and Certified Federal Contracts Manager (CFCM), andmaintains an active Top Secret security clearance.
