Experience

Our consultants have extensive and diverse experience including work in the US civil service, military, intelligence, private, and international sectors.  Objective Area Solutions, LLC is capable of supporting projects across a variety of government functions, but has particular focus on public sector initiatives with an international component and/or which operate in an expeditionary environment. J.J. Stakem is President of Objective Area Solutions with accountability for all aspects of the company’s activities and strategy.  J.J. leverages a diverse background in government and private sector positions in aviation, banking, and consulting to drive company activities and engagement.  He is a strategic planner with a focus on human-centered approaches to drive performance in highly technical fields in the aviation, defense, and international development fields.  J.J. has worked across a wide variety of domestic and international teams.  His work abroad has focused on the Middle East, North Africa, and South Asia.

J.J. Stakem has nearly 20 years of technical and consulting experience in aviation, defense, international development and finance fields.  He serves as a member of George Mason University’s Schar School of Policy and Government Alumni Board.  J.J. holds a Master of Science in Organization Development and Knowledge Management from George Mason University and a Bachelor of Arts in Economics from the University of Virginia.  He is a licensed commercial pilot and flight instructor in
fixed-wing and helicopter aircraft.  In his spare time, he enjoys recreational flying at the Leesburg Airport and spending time with his wife and two children.

Vice President of Operations for Objective Area Solutions, Tom Draffen provides a strategic role in shaping the company’s activities.  Tom leverages his extensive technical and leadership experience to provide oversight of company processes, technology solutions, and employee performance.  He is a seasoned consultant with experience in complex government and private sector organizations.  Tom has a unique capability to provide strategic consulting support to senior technical leaders
with an emphasis on decision making processes, leadership, team development, and program management.

He has more than 23 years of technical and consulting experience working with major aviation and defense organizations. 
Tom has widespread experience abroad and is proficient at managing international and cross-cultural teams. He has an undergraduate degree in IT Management, has completed the accredited coach training program at George Mason University and is finishing a graduate degree in Organization Leadership. Brian Konie is Director of FAA Programs for Objective Area Solutions. He has extensive experience in leadership, organization development, and process improvement with an emphasis on air traffic, airspace, and exercise design. Brian’s operational knowledge, in the United States and abroad, enables cross-functional and cross-agency communication by leveraging a diverse background in the Government and private sector. He provides strategic level planning to meet customer requirements while simultaneously conducting continual analysis to realize opportunities for efficiency in all aspects of business.

Brian’s 20+ years of leadership and technical expertise brings a unique perspective to each consulting opportunity. He has a Bachelor of Arts in Psychology from the University of Kansas and lives in Virginia with his family.

Allan Storm has nearly 40 years of global communication, navigation, surveillance, and air traffic management (CNS/ATM) expertise with a unique ability and demonstrated experience supporting major aviation technology program implementation, especially in conjunction with policy change.  He has supported the highest levels of aviation leadership within the Department of Defense (DoD) as well as the North Atlantic Treaty Organization (NATO).  He has most recently led the effort in developing the DoD/FAA Automatic Dependent Surveillance – Broadcast (ADS-B) accommodation Memorandum of Agreement. As an internationally recognized government expert in emerging aviation technology, policy, and planning he has testified in front of Congress on 4 separate occasions. Allan has been frequently called upon to lead some of the Department of Defense and NATO’s most visible aviation programs and activities, to include :

- Lead for DoD – FAA Coordination
- Chief of DoD Aviation NextGen Lead Service Office
- Chair of the DoD Policy Board for Aviation International and NextGen Subgroups
- U.S. Head of Delegation to NATO’s Aviation Committee and ATMCNS Advisory Group

Allan has lead number of other high visibility aviation initiatives, often with global implications for CNS/ATM concerns involving NextGen technology implementation. He led and coordinated the strategy of major airspace redesign and emerging technology impact analysis in Europe through the Single European Sky ATM Research Program (SESAR).Allan has also worked with a variety of institutions such as Radio Technical Commission for Aeronautics (RTCA) to develop equipment and technology standards.

Before Allan’s Civilian DoD and NATO career he served a distinguished U.S. Marine Corps career for 22 years as an Air Traffic Control and Facility Watch Officer. Allan holds a bachelor’s degree in Aviation Management and a Master’s in Public Administration, with an Aviation Concentration from Southern Illinois University.

Vice President of Direct Investments at Freedom Capital, a privately held investment management firm, and Managing Director of Freedom Development, a real estate acquisition and development company.

Mr. Hart was the Managing Director of Vanquest Investments, an emerging markets asset management and investment advisory firm specializing in Eastern European markets, including Bulgaria, Romania and Ukraine. He also served as President and CEO of the largest independently-owned French petroleum storage and distribution company, Dyneff SAS.Mr. Hart has held several other positions of leadership in international investment firms including Milestone Merchant Partners, The Carlyle Group and as an analyst at Reed Smith Shaw & McClay in Washington, D.C.

Mr. Hart holds a Masters of Arts in International Transactions from George Mason University (1992) and a Bachelor of Arts in Middle Eastern and Asian Studies from the University of Virginia (1989).   Mr. Hart is fluent in French and has a limited proficiency in Romanian.  He is a member of the boards of Petit St. Vincent Resorts, Ltd. and Freedom Resorts and served as president of the initial alumni chapter for George Mason University’s MAIT graduate program. He is married with two children and lives and works in Virginia.

Mr. Scott is the CEO of Blue Eagle Strategies, a management consulting company providing strategic guidance to corporate clients with a focus on shaping organizational culture, developing education and training programs, and corporate leadership and management.

Mr. Scott has over 22 years of experience working in the utility industry, more than 13 years in business consulting, and was a Vice President with Blasland, Bouck & Lee (BBL), ARCADIS and North American VP & Lead for Natural Resource Group's (NRG's) utility practice. He was previously a full-time faculty member in the School of Business at the State University of New York at Oswego where he taught Business Organization, Operations Management, Global Marketing, and Cultural Environments in International Business classes in the Marketing and Management Division.  He also taught in University’s Leadership Institute.

Mr. Scott brings significant senior-level and business consulting experience in the areas of strategy, marketing & management, corporate alignment, teambuilding, education and training, as well as procurement and growth. He holds certifications from UCLA and Harvard Business School, has a Master of Arts in Public Administration with a concentration in conflict management from the Maxwell School at Syracuse University, and a Bachelor of Science in Environmental Science from Utah State University.

Dr. Nadine Alameh serves as OGC’s Chief Executive Officer (CEO), and is responsible for creating and integrating the strategic direction and business plans of the Consortium in partnership with the OGC Board, members and staff.

Dr. Alameh is a seasoned technical and business professional with a contagious passion for interoperable information exchange, technology & process innovation, and working with diverse motivated teams! Dr. Alameh is no stranger to OGC. From 2009 to 2014, she was Director, then Executive Director of OGC’s Interoperability Program, leading initiatives in various domains including earth observation, aviation, public safety and defense.

Prior to rejoining OGC in 2019, Dr. Alameh was Northrop Grumman’s Chief Architect for Innovation Strategy - Civil Solutions Division. And before that, she ran a couple of small businesses: an international business delivering information management solutions in the Aviation sector; and a consulting business focusing on addressing geospatial interoperability issues for the US federal government.

Dr. Alameh is a graduate of MIT with a PhD in Computer and Information Systems Engineering, a Masters in Civil and Environmental Engineering, and a Masters in City Planning – all with specialization in Geographic Information Systems (GIS).
